SB 161 – Shoring up some old oil business

This morning the House Agriculture and Natural Resources Committee heard SB 161, a bill that originally set some bonds for landowner compensation but was hoghoused to shore up some of the teeth in a statute passed last year.

Last year, a bill was passed to require notice for any work is done by oil or gas companies that disturbs the landowner’s surface, and shored up what “surface disturbing” work might be. However, there were no consequences put to the bill to create some kind of consequence if notice isn’t given. Enter SB 161, which just says if the oil or gas company doesn’t give notice for surface disturbing activities, the landowner can pursue damages.

The bill is a simple one, and sailed through committee and will be heard on the floor on consent!
