The Rarity of Cost-benefit Analysis Studies in South Dakota
The request of HB 1232 takes South Dakota legislature outside its comfort zone. It would appear this bill is asking the PUC for a study to determinate the value (cost-benefit analysis) of small power production facilities for investor-owned utilities.
South Dakota was one of 11 states that made rare use of cost-benefit analyses in policy and budget processes in 2014. Will 2015 be any different?
